Career

Stéphane brings over 30 years of distinguished experience in Canada’s federal public sector, including 14 years as an executive, with expertise spanning strategic leadership, stakeholder engagement, and digital transformation. In his roles as Deputy CIO and CIO, he played a pivotal role in setting strategic direction for complex IM/IT operations, fostering collaboration through strategic partnerships, and providing high-level guidance to senior leadership on critical digital initiatives. His ability to manage large financial portfolios and lead diverse teams underscores his impact in achieving organizational goals.

Throughout his career, Stéphane spearheaded transformative initiatives, including implementing a remote workforce strategy during the COVID-19 pandemic, launching the Shared Case Management System Program for 46 federal organisations, and modernising HR systems for 29 departments. He also negotiated multi-year ERP contracts and led the enhancement of client relations through targeted outreach initiatives.

He has continually advanced his professional development through executive-level training in communications and management and holds an MBA (minor in International Business Management – Grenoble, France), a Bachelor of Arts in Economics, and a Bachelor of Science in Biochemistry from the University of Ottawa, along with a Master’s of Arts in Economics from Laval University in Quebec City.
